NOTICE RELATED ON LICENSING OPTICAL CENTERS.
The RAHPC is a statutory body established under the RAHPC Law N°46/2012 of 14/01/2013 and is committed to protecting the public and guiding the Allied Health Professions in Rwanda. The Council is mandated to regulate Allied Health Professions in education, training, registration, professional conduct, and ethical behavior, ensuring continuing professional development (CPD) and fostering compliance with healthcare standards. Certification and registration with the Council are prerequisites for all allied health professionals practicing or delivering services in Rwanda to safeguard the public. Reference is made to the ministerial order n° 20/ 24 of 20/10/2011, determining the list of paramedical professions and their regulations.
The RAHPC wishes to bring to the public's attention, including hospitals, optical centers, optometric centers, private healthcare facilities, and healthcare entrepreneurs, that the responsible technician required to license and operate an optical center remains an optometrist with at least bachelor's degree. As the regulator of standards of training and practice, the RAHPC requires that the technician responsible for optical centers possess an appropriate level of training to ensure strict compliance with the set standards necessary to safeguard the public. Optometrists have adequate training and a broader scope of practice that mandates them to oversee the activities in an optical center. Other allied health professionals are allowed to work in optical establishments under the supervision of the optometrist.
